MORING
Douglas T. Moring is of counsel to Harvey M. Sheldon, P.C. He received a Bachelor
of Science in Civil Engineering
from the University of Illinois in 1965 and his Juris Doctor
from Loyola University in 1971.
Mr. Moring's practice includes counseling and litigation in environmental, OSHA, energy
and construction law. He has more than 25
years of experience in advising, litigating, negotiating and administering compliance
programs in each of the practice areas. Mr.
Moring served as Chief Environmental Counsel for Kraft Foods, Inc. for more than 22 years
and administered these matters as well as supervised the real estate practice for as many
as 150 manufacturing locations and more than 100 distribution locations in the United
States. Mr. Moring designed and implemented
a corporate compliance program that met the criteria established by the U.S. Sentencing
Commission and included strengthened training, audit, oversight, and corporate controls. Mr. Moring also administered an enhanced property
liability program for cost effective underground storage tank replacement and remediation
as well as plant site and Superfund liability for more than 200 sites. Mr. Moring has been intimately involved in
transactions ranging from facility real estate sales to numerous sales of business units
with a total aggregate sales volume of more than $12 billion as part of Kraft Foods
restructuring. He drafted, negotiated and
administered the legal tasks relating to the environmental, OSHA, energy and real estate
matters in those transactions. In addition,
Mr. Moring has litigated enforcement cases as well as permit and citation appeals in all
substantive areas. He has also worked closely
and directed outside counsel in construction, commercial, environmental and OSHA related
matters. Mr. Moring has been involved in
several alternate dispute resolution matters using mediation, arbitration and other novel
methods of dispute resolution.
Mr. Moring is a member of the Chicago and Illinois State Bar Associations and is a
member of the Environmental and Corporate Law committees.
Mr. Moring has been a lecturer for Practicing Law Institute, trade associations,
and other seminars on environmental, OSHA and Construction Law matters. He is admitted to practice law in the State of
Illinois and in the U.S. District Court for the Northern District of Illinois.

than 25 fluid milk, cheese manufacturing facilities, inventory and supplies.
Counsel for Regulatory
Compliance: Design, implement and
administer enhanced Environmental and Occupational Safety and Health Compliance programs
which meet the U.S. Sentencing Commission guidelines including policy, training, audit and
reporting to Senior Management.
Acquisition/Divestitures: Organized and implemented the OSHA, Energy and
Environmental portions of divestitures of business with sales of more than $10 billion,
25,000 employees and 500 owned and leased properties.
Retained Liability Management: Provided strategic direction of the more than 200
Superfund derived retained liabilities with reserves exceeding $150 million.
Product Liability Management: Managed product liability program for more than 7
years.
Energy Counsel: Managed contracts for direct purchase of natural
gas, electricity and oil for U.S. facilities.
Special Project: Provided counsel for real estate purchase,
annexation, design, construction and operation of Northfield Headquarters building and
site.
